ہم سے قتیبہ بن سعید ثقفی اور محمد بن متوکل عسقلانی نے بیان کیا - مطلب ایک ہی ہے کہ ان سے محمد بن یحییٰ بن قیس المعریبی نے بیان کیا، ان سے میرے والد نے مجھے خبر دی، ثمامہ بن شرحیل کی سند سے، قیس کی مصنفہ پر، ثمامہ بن شرحیل نے۔ شمیر، ابن المتوکل ابن عبد المدان نے کہا,ابیض بن حمال ماربی رضی اللہ عنہ سے روایت ہے کہ

حَدَّثَنَا قُتَيْبَةُ بْنُ سَعِيدٍ الثَّقَفِيُّ، وَمُحَمَّدُ بْنُ الْمُتَوَكِّلِ الْعَسْقَلاَنِيُّ، - الْمَعْنَى وَاحِدٌ - أَنَّ مُحَمَّدَ بْنَ يَحْيَى بْنِ قَيْسٍ الْمَأْرِبِيَّ، حَدَّثَهُمْ أَخْبَرَنِي أَبِي، عَنْ ثُمَامَةَ بْنِ شُرَاحِيلَ، عَنْ سُمَىِّ بْنِ قَيْسٍ، عَنْ شُمَيْرٍ، - قَالَ ابْنُ الْمُتَوَكِّلِ ابْنِ عَبْدِ الْمَدَانِ - عَنْ أَبْيَضَ بْنِ حَمَّالٍ، أَنَّهُ وَفَدَ إِلَى رَسُولِ اللَّهِ صلى الله عليه وسلم فَاسْتَقْطَعَهُ الْمِلْحَ - قَالَ ابْنُ الْمُتَوَكِّلِ الَّذِي بِمَأْرِبَ - فَقَطَعَهُ لَهُ فَلَمَّا أَنْ وَلَّى قَالَ رَجُلٌ مِنَ الْمَجْلِسِ أَتَدْرِي مَا قَطَعْتَ لَهُ إِنَّمَا قَطَعْتَ لَهُ الْمَاءَ الْعِدَّ . قَالَ فَانْتَزَعَ مِنْهُ قَالَ وَسَأَلَهُ عَمَّا يُحْمَى مِنَ الأَرَاكِ قَالَ " مَا لَمْ تَنَلْهُ خِفَافٌ " . وَقَالَ ابْنُ الْمُتَوَكِّلِ " أَخْفَافُ الإِبِلِ " .
English Translation
He went to the Messenger of Allah صلی اللہ علیہ وسلم and asked him for assigning him (the mines of) salt as fief. (The narrator Ibn al-Mutawakkil said: which was in Ma'arib. ) So he assigned it to him as a fief. When he returned, a man in the meeting asked: Do you know what you have assigned him as a fief? You have assigned him the perennial spring water. So he took it back from him. He asked him about protecting land which had arak trees growing in it. He replied: He could have such as was beyond the region where the hoofs (of camels) went. The narrator Ibn al-Mutwakkil said: that is the camel hoofs.
Urdu Translation
وہ رسول اللہ صلی اللہ علیہ وسلم کے پاس آئے اور آپ سے نمک کی کان کی جاگیر مانگی ( ابن متوکل کی روایت میں ہے: جو مآرب میں تھی ) تو آپ صلی اللہ علیہ وسلم نے انہیں دے دی، لیکن جب وہ واپس مڑے تو مجلس میں موجود ایک شخص نے عرض کیا: جانتے ہیں کہ آپ نے ان کو کیا دے دیا ہے؟ آپ نے ان کو ایسا پانی دے دیا ہے جو ختم نہیں ہوتا، بلا محنت و مشقت کے حاصل ہوتا ہے وہ کہتے ہیں: تو آپ صلی اللہ علیہ وسلم نے اسے واپس لے لیا، تب انہوں نے آپ سے پوچھا: پیلو کے درختوں کی کون سی جگہ گھیری جائے؟ ، آپ نے فرمایا: جہاں جانوروں کے پاؤں نہ پہنچ سکیں ۔ ابن متوکل کہتے ہیں: خفاف سے مراد «أخفاف الإبل» ( یعنی اونٹوں کے پیر ) ہیں۔

حَدَّثَنَا عَبْدُ اللَّهِ بْنُ مَسْلَمَةَ، عَنْ مَالِكٍ، عَنْ عَبْدِ اللَّهِ بْنِ دِينَارٍ، عَنْ عَبْدِ اللَّهِ بْنِ عُمَرَ، أَنّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: أَلَا كُلُّكُمْ رَاعٍ وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ، فَالأَمِيرُ الَّذِي عَلَى النَّاسِ رَاعٍ عَلَيْهِمْ وَهُوَ مَسْئُولٌ عَنْهُمْ، وَالرَّجُلُ رَاعٍ عَلَى أَهْلِ بَيْتِهِ وَهُوَ مَسْئُولٌ عَنْهُمْ، وَالْمَرْأَةُ رَاعِيَةٌ عَلَى بَيْتِ بَعْلِهَا وَوَلَدِهِ وَهِيَ مَسْئُولَةٌ عَنْهُمْ، وَالْعَبْدُ رَاعٍ عَلَى مَالِ سَيِّدِهِ وَهُوَ مَسْئُولٌ عَنْهُ فَكُلُّكُمْ رَاعٍ وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ .
The Messenger of Allah صلی اللہ علیہ وسلم as saying: Each of you is a shepherd and each of you is responsible for his flock. The Amir (ruler) who is over the people is a shepherd and is responsible for has flock; a man is a shepherd in charge of the inhabitants of his household and he is responsible for his flock ; a woman is a shepherdess in charge of her husband's house and children and she is responsible for them; and a man's slave is a shepherd in charge of his master's property and he is responsible for it. So each of you is a shepherd and each of you is responsible for his flock.
Narrated Abdur-Rahman bin Samurah رضی اللہ عنہ :
حَدَّثَنَا مُحَمَّدُ بْنُ الصَّبَّاحِ الْبَزَّازُ، حَدَّثَنَا هُشَيْمٌ، أَخْبَرَنَا يُونُسُ، وَمَنْصُورٌ، عَنْ الْحَسَنِ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ سَمُرَةَ، قَالَ: قَالَ لِي النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: يَا عَبْدَ الرَّحْمَنِ بْنَ سَمُرَةَ لَا تَسْأَلِ الإِمَارَةَ فَإِنَّكَ إِذَا أُعْطِيتَهَا عَنْ مَسْأَلَةٍ وُكِلْتَ فِيهَا إِلَى نَفْسِكَ وَإِنْ أُعْطِيتَهَا عَنْ غَيْرِ مَسْأَلَةٍ أُعِنْتَ عَلَيْهَا .
The Messenger of Allah صلی اللہ علیہ وسلم said to me: Abdul al-Rahman bin Samurah, do not ask for the position of commander, for if you are given it after asking you will be left to discharge it yourself, but if you are given it without asking you will be helped to discharge it.
Narrated Anas رضی اللہ عنہ :
حَدَّثَنَا مُحَمَّدُ بْنُ عَبْدِ اللَّهِ الْمُخَرَّمِيُّ، حَدَّثَنَا عَبْدُ الرَّحْمَنِ بْنُ مَهْدِيٍّ، حَدَّثَنَا عِمْرَانُ الْقَطَّانُ، عَنْ قَتَادَةَ، عَنْ أَنَسٍ، أَنّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ اسْتَخْلَفَ ابْنَ أُمِّ مَكْتُومٍ عَلَى الْمَدِينَةِ مَرَّتَيْنِ.
The Prophet صلی اللہ علیہ وسلم appointed Ubn Umm Makthum رضی اللہ عنہ as a governor of Madina (in his absence) twice.
Narrated Aishah رضی اللہ عنہا , Ummul Muminin:
حَدَّثَنَا مُوسَى بْنُ عَامِرٍ الْمُرِّيُّ، حَدَّثَنَا الْوَلِيدُ، حَدَّثَنَا زُهَيْرُ بْنُ مُحَمَّدٍ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ الْقَاسِمِ، عَنْ أَبِيهِ، عَنْ عَائِشَةَ، قَالَتْ: قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: إِذَا أَرَادَ اللَّهُ بِالأَمِيرِ خَيْرًا جَعَلَ لَهُ وَزِيرَ صِدْقٍ إِنْ نَسِيَ ذَكَّرَهُ، وَإِنْ ذَكَرَ أَعَانَهُ وَإِذَا أَرَادَ اللَّهُ بِهِ غَيْرَ ذَلِكَ جَعَلَ لَهُ وَزِيرَ سُوءٍ إِنْ نَسِيَ لَمْ يُذَكِّرْهُ وَإِنْ ذَكَرَ لَمْ يُعِنْهُ .
The Messenger of Allah صلی اللہ علیہ وسلم said: When Allah has a good purpose for a ruler, He appoints for him a sincere minister who reminds him if he forgets and helps him if he remembers; but when Allah has a different purpose from that for him. He appoints for him an evil minister who does not remind him if he forgets and does not help him if he remembers.
